Biography

Dagnija Baltiņa is the director of the Special Collections Department of the National Library of Latvia. She holds a Bachelor’s degree in History from the University of Latvia and a Master’s degree in Cultural Heritage from Brandenburg University of Technology (Germany) and Deakin University (Australia). From 2008 to 2016, she chaired the Latvian National Commission for UNESCO, and from 2009 to 2011 represented Latvia on the UNESCO Executive Board and was its Vice President. Dagnija Baltiņa is an expert on UNESCO normative instruments and cultural heritage policy, especially on the issues of preservation and protection of UNESCO World Heritage and documentary heritage. She regularly participates in various international conferences and expert working groups.
